La confection de l'assistance publique: sur-mesure ou prêt-à-porter?

The ideas developed to explain poverty vacillate between two poles: the first places the main burden of the problem with the poor themselves, while the second holds society largely responsible for poverty. Logically, discussion of the remedies for poverty replicates this duality. This article argues that in the current political context, these two explicative schemes (individualisation and categorisation) work in conjunction rather than opposition, and contribute to the depoliticisation of public debate on welfare and social services.
